Topic A - Climate Migration Amidst Rising Sea Levels

As rising sea levels, coastal erosion, and extreme weather threaten to displace millions, climate change is actively reshaping the political geography of Southeast Asian nations. The relocation of Indonesia’s capital city from Jakarta to Nusantara illustrates the growing concern over nation-states’ environmental vulnerability and reflects the unprecedented questions about national policy that the climate crisis has raised. Many Pacific nations have already begun exploring pathways for climate migration and resettlement agreements. Likewise, as climate change threatens permanent displacement for vulnerable populations, ASEAN must determine how to coordinate regional climate adaptation efforts in order to prepare for a future wherein entire communities may be forced to relocate. 

Topic B - ​The Myanmar Civil War (2021–present)

Characterized by armed pro-democracy movements and ethnic militias resisting against a ruling military junta, Myanmar has become the site of one of the most severe political and humanitarian crises in SEA. In response to this prolonged conflict, ASEAN has developed the Five-Point Consensus, a peace plan that demands “an immediate end to violence in the country; dialogue among all parties; the appointment of a special envoy; humanitarian assistance by ASEAN; and the special envoy’s visit to Myanmar to meet with all parties” (Human Rights Watch). However, the junta’s noncompliance with the peace plan has raised questions about ASEAN’s ability to uphold stability within SEA and its role as a peacekeeping force. As violence continues, ASEAN must determine whether to maintain its traditional, noninterference approach or to pursue a more assertive role within the Myanmar Civil War and other future conflicts.
